      PVC report and phthalate action plan finally published


If the Government gets its proposed taxes passed in the autumn, there will be taxes on PVC and phthalates

On Friday 18 June 1999, Svend Auken published the Government’s forthcoming strategy for the PVC area. There were two documents. A report on PVC that describes the PVC Strategy in general, and a phthalate action plan. The PVC Strategy distinguishes between six overall targets. Firstly, new PVC products must not contain additives harmful to the environment or to health. Secondly, as far as possible PVC waste must be kept away from incineration plants. Thirdly, PVC products that are difficult to identify in the waste stream must, as far as possible, be substituted with alternatives. Fourthly, new technologies must be developed for disposal of PVC. Fifthly, PVC that can be recycled must be collected, and sixthly, recycling PVC containing heavy metals must be limited.
A central part of the future strategy highlights taxes as a significant control tool. If the Government is able to implement its proposed taxes in the autumn session, PVC products and phthalates will be subject to a tax. According to the Tax Bill being prepared by the Ministry of Taxation, a tax of DKK 2 per kg will be imposed on hard PVC products, and a tax of DKK 7 per kg on phthalates.
In connection with the publication of the PVC Strategy, the Ministry of the Environment issued a press release and the Danish Plastics Federation has issued its own opinions on the proposal in a press release.
In order to provide the PVC industry’s interpretation of the PVC situation in Denmark, the PVC Information Council has prepared a memo describing the background for the current situation. Greenpeace has also reacted to the Government’s PVC Strategy in a press release in English.

In connection with the publication of the PVC Strategy, the head of the PVC Information Council, Ole Grøndahl Hansen expressed his hope that, "when the almost predictable reactions have calmed down, where the industry fume and Greenpeace favour, we look forward to a thorough debate on the Strategy. In fact it seems very sensible in many areas, but of course the problem remains that taxes will not solve the challenges facing us”.
