      The EU Commission wants comparing analysis of PVC and alternatives


Not only the waste phase shall be analysed, but also the whole life cycle of the material shall be included

With the aim to get knowledge about the relationship between PVC and the competitive materials, the EU Commission is now inviting for tenders for an assignment, the outcome of which shall be a comparative analysis of the life cycle of PVC versus alternative products. European institutes have now the possibility to tender for the assignment of the Commission, which shall commence December 2002 and be finished within ten months.

The EU Commission wants a life cycle analysis of PVC, which can make the environmental effects from production to application and disposal clear. Moreover the Commission wants a thorough statement of similar life cycle analysis of the most important competitive materials in order that a comparison will be possible.

In the tender invited for by the Commission it appears that a critical analysis of the results of the comparison is wanted. It is obvious to the Commission – if PVC shall be substituted for another material – this shall, in total, be more advantageous than PVC. A comparison of the effect on the environment, health and economy shall therefore not only include the factors, which are due to e.g. the disposal of the product, on the contrary, it should also include the whole life cycle of the material. The Commission, however, realize that PVC, due to its flexibility, cannot be substituted for one single material, and the outcome of the analysis of the study shall therefore concentrate on a number of different products, which, as a whole, might offer an alternative.

The comparative study desired should include an assessment of a number of applications, where PVC is used today. Not only flooring, window profiles, tapestry, pipes, cables and plastic items for vehicles shall be included in the comparative analysis, but also medical devices, toys, packaging, furniture and office supplies shall be analysed.

Similar studies have earlier been undertaken, but with contradictive results. With this tender invited for the Commission will make sure that an objective and thorough statement of PVC in relation to alternative materials will be provided for, by means of a comparative analysis of all phases of the lifetime of the materials.
